As of december 2021, it became mandatory for some publicly funded organizations doing research in france to have a data management plan. And in the context of European law, I’m told that (i) software is considered in the scope of the data management plan and (ii) a European Directive imposes the same kind of obligation to all countries in the EU.
Which means that a number of organizations doing research in Europe are likely to look for ways to comply, possibly by using software forges, in the next few years.
